As early as 1989, my country promulgated the "Provisional Regulations of the Ministry of Agriculture of the People's Republic of China on the Inspection and Registration of Fertilizers, Soil Conditioners and Plant Growth Regulators". In 1997, a revised version of the regulations was promulgated to regulate the production and sale of plant growth regulators. In 2011, the Ministry of Agriculture issued a notice to further strengthen the management of plant growth regulators.
According to the "Regulations on Pesticide Management", plant growth regulators fall under the scope of pesticide management and are subject to the pesticide registration management system. All plant growth regulators produced, sold and used in China must be registered as pesticides. When applying for pesticide registration, multiple effects and safety tests, such as efficacy, toxicology, residues and environmental impacts, must be conducted. In particular, the acute, chronic, subchronic and teratogenic and mutagenic toxicology of the product to be registered must be comprehensively tested. Registration is only allowed after the National Pesticide Registration Review Committee has reviewed and approved the application.
